ON THIS DATE (28TH MARCH) 139 YEARS AGO : AN IRISH REPUBLICAN HERO IS BORN.
Terence MacSwiney, pictured, left, his wife Muriel and their daughter, Máire, photographed in 1919.

Ah, Cathal, the pain of Easter week is properly dead at last..." - Terence MacSwiney wrote these words in a letter to Cathal Brugha on September 30, 1920, the 39th day of his hunger strike. The pain he refers to is that caused by his failure to partake in the 1916 Easter Rising. Contradictory orders from Dublin and the failure of the arms ship, the Aud, to land arms in Tralee left the Volunteers in Cork unprepared for insurrection...' (from here.)

In his book 'History of the Irish Working Class', Peter Beresford Ellis wrote : "On October 25th, 1920, Lord Mayor of Cork, Terence MacSwiney - poet, dramatist and scholar - died on the 74th day of a hunger-strike while in Brixton Prison, London. A young Vietnamese dishwasher in the Carlton Hotel in London broke down and cried when he heard the news - "A Nation which has such citizens will never surrender". His name was Nguyen Ai Quoc who, in 1941, adopted the name Ho Chi Minh and took the lessons of the Irish anti-imperialist fight to his own country..."

Terence MacSwiney, born on the 28th March 1879 - 139 years ago on this date - was the Commandant of the 1st Cork Brigade of the IRA and was elected as the Lord Mayor of Cork. He died after 74 days on hunger strike (a botched effort to force feed him hastened his death) in Brixton Prison, England, on the 25th October, 1920, and his body lay in Southwark Cathedral in London where tens of thousands of people paid their respects. He summed-up the Irish feeling at that time (a feeling and determination which is still prominent to this day) - "The contest on our side is not one of rivalry or vengeance but of endurance. It is not those who can inflict the most but those who can suffer the most who will conquer. Those whose faith is strong will endure to the end in triumph." And our faith is strong.

There are, and had been, many religions and spiritual sets of believes within the Nations and in the world.

Within the monotheistic main religion of the world, Judaism, Christianity

and Islam there are many things in common,apart of theological issues. Historical developments, power concentration, becoming state religions of some imperial powers , etc.

Unfortunately,we have to put and mix history, politics and economics into the equation if we want to have really a meaningful exposition.

This three main religions, originally were created (or were originated whatever term you prefer)and develop in some specific regions the world. Region that have some specific nations and states within.

Then if even nowadays in nations like Erin or Cantabria have to be recognize that the main religion (and for quite a while) is Christianity in the form of Catholicism (with its shades itself as well) , in the Native population pockets of the old religion and believes are maintained, and even within catholic sectors,some of their beliefs are christian arrengements of the old native beliefs and values. As well, little groups of jewish believers are to be found, not been the Jewish community ill treated or disrespect as in other nations or states. But here and this is not to talk about perceive victimhood, real victimhood, fair criticism and even punishment, that all the three main religion have ,including of course Judaism. No one –people,individual,nation,race, sexual community or religion - is above criticism.Criticism is always good and needed, taking into account that is fair and with foundation. Catholicism was made the official religion of the Roman-Latin Empire in the II century.

And you find left sectors in all the therre religions. And for example when the talk that a lot of jewish people were communist and struggle for the USSR and their creation, that is true, but a lot of Christians in many nation of the world aligned themwelves politically with Communism. Like with nowadays controversies, there is s lot of misconceptions. Historical and ideological.

With things like this anyway that talk, comment or whatever should be careful. Is a sensitive issue to put it simple.

This video, is a pretty good resume of the ills of this society. And particularly the present-day one. Because the present-day society is the consequence of many years of development (the roots more or less since few years before the industrial revolution) and many particular steps (the industrial revolution, the oil-era, the tech revolution, and the creation of fascism-nazism, the big brother mentality and all this kind of things).

The so-call normal people (the abnormal is the new normal in everything) will say; "oh, poor kid, that came home to see their parents like that", "poor kid, that have to endure a life with that problem at home" "oh, such bad parents and a really innocent poor kid that is a victim and suffers". Apart, they will say this normal people (sic), left and right, alternative or not, "good that see record that to let the people know her suffering", "if she didn't record it we would never imagine the kind of suffering and horror she is suffering".

Ok. Then, now and here we start to think, whatever the consequences and conclusions.

First: there is another person, a male, not so young, recording her, recording her parents, and recording her recording her parents.

Second: she does not seems at all distress. She does not seem at all feeling pain at the sight of their parents in that state.

Third: there a f..h laughing and recording! can we imagine that they need real and urgent help, but meanwhile they were recording, laughing even and even kicking them, instate of a real and quick evaluation and calling for an ambulance, or straight doing that (calling an ambulance- and no one will complain of course)? can we imagine that the lose some precious time recording with their phones instead of looking for help and they die?

Now. Here Mc T N says this.

The girl in doing that is showing a deep and radical lack of respect and love to their parents. Be them drug users or abusers of heroin (we never have that kind of bad publicity, videos and so with regards to cocaine, surprise surprise or not?). She shows complete lack of love and respect.

They parents have at least two real and deep problems. Their addiction, and the lack of love of their girl. Some of that of that guilt lays at their feet, not for the addiction, but for the lack of education (not school, formal one, no, human, real education, some basics, some values, morals), but this a very good expression of the society we live in. Now they have three: they have recorded like that...IN THEIR HOME BY THE WAY! and posted in Internet. Again, can we imagine that they commit suicide because they can handle the fame? The girl, a very modern girl, with a very modern mentality, arrives at home, see that, and instead of being really worried and sad, she takes out the phone, record it and she think of course of posting it, sharing it and, why not, having a laugh.

If McT was one of the parents would do something to educate this girl. McT N believes that physical "punishment" like a slap or a whip, at some point can be needed, but as the last resort, proportionate and so. Education should always be about teaching, showing, giving example, but sometimes a harsh measure can be needed. For sure many have had a slap and whip and we have survive!

To begin with, out phone years to come. She deserves a slap. And of course, if McT N was one of this parents, this incident would maybe make the go-out-heroin a real desire, and after coming clean, take the girl and show her that what she did was stupid, nasty, unloving and shameful.

Again, the older person that is recording would be deal with differently, even if he was family.

Thoughts and analysis about Albania, Serbia and Kosovo...and some general stuff

Albania was one of the Nations (world wide) were Socialism resisted longer. And was kind of Albanian Socialism if you wish. This Socialism was founded in Communist theory and principles, in the Stalin line, as the Albanian Socialist Republic was born after the struggle of National Liberation against the fascist occupiers. A heroic fight against Germanic-latin invaders, namely Italians and Germans was the prelude of gaining National Independence and Social Freedom. But despite the deep Communist outlook and shape of the Republic they held deep to their National identity, values and interests, as should be. They were internationalist in the real sense of the word. If you are internationalist but you don’t start with been nationalist of your own nation (not “state” or “country”, talking about multinational states) then you are something else. Then you have defend and keep the national identity, the national basic ways of life (of course with the possibility of adding some new features, but as history shows what can happen is that the "new ways", "modernity" and so, and precisely since the second part of XX century, can get out of hand and become a cancer that eat the rest and the previous culture, ways and so destroying the host people and nation), the national character, history, music, arts…

They were close to the USSR till it became revisionist and worse even. After the murder of Stalin, with the new leadership and all they started doing. We have to remember that Khrushchev was a Trotskyist, that had to bury his ideology till he reach power. As we saw, he did critize the cult of personality of Stalin, of what himself was one of the biggest pushers and then when in power, he did behave and wanted to be treated as a king. A human disgrace anyway, the ucranian. That by the way, he used Stalin beloved wife, to go close to him and to, as himself recognize, have a safe pass.

The main leader of the Albanian Liberation was Enver Hoxha. He was an open and recognized admirer of Stalin, and rightly so. The relation between themselves a relation between comrades and was very good. In general, till some time after Stalin murder the relation between States was good as well. The new soviet leadership didn’t like neither the Albanians as Albanians, nor their National pride and political line. At some point this became so bad that the Albanian, despite their size and other things, broke with the USSR and denounce them, again rightly so.

After, in the world stage, the Chinese socialist revolution, headed by Mao, took a prominent position. The relation between the USSR and socialist China were always uneasy, with up and downs. Anyway, at one point after the killing of Stalin, China with Mao as the leader, did seem that was going to take the torch of real Socialism and keep the flame true and alive. It turned quite fast the other way.

Yes, here we have to take in account the difference of national characters, of national views idiosyncrasy and even, or of course, States interests. But there are general issues, ideological points that are not related to this, that are as the word says, general, and can’t be excused by the above said.

Albania, before the turn of China away of true and honest Socialism, establise relations with this new powerful State. But, as said, they turned away and start trying to became a de facto Empire or World Super Power, in opposition of a true, real and humble Socialist State were the People lives as should and, apart of their national identity of course, under some basic socialist principles.The had been successful. And the global elites had benefit with it in the process by the way.

The ruling classes disguised under whatever color (and is not the same been part of the state, the administration , that been ruling class or their pawn. You can be a leader but not think of yourself like above the people, as some kind of a king) , are always, for the former - empire- not the later - true freedom, national ways and natural life.

At one point, been the Chinese invitation to Nixon mainly, Albania, loyal to true Socialist positions, had to cut ties with the Chinese and denounce their turning away of socialist positions.

The relation between Albania and Yugoeslavia is well known. They were one of the first and for sure one of the hardest critics of brit-friendly Tito and their reformist and revisionist positions. Apart Albanian-Serbian relations go deep in history, been the Serbs an expansive power in the region.
Is the opinion of this writer that, of all Mediterranean regions and nations –not talking of the African side- , the Albanian nation is, for sure the one more liked.

And it seems that historically Albania has not been so empire-minded, so expansive as so many others, and had suffer a lot of oppression in their history. And in the recent history, with their Socialist Republic, are to be applaud.

And finally, with the Kosovo question the positions is surprisingly clear. And this actual clarity means a change in the writer's mind, because, it was not at all clear till some time ago. The Kosovo question is famous because it spark the war, the aggression, of NATO against Serbia. As it was so clear this it cloud the reality in the Kosovo question itself, the national question.
The modern UCK, was without doubt, for sure more clear to the outsiders, that to kosovars and Albanian in general, a pawn of the aggressors. Of course the Serbian position was predetermined, and as much they can throw against the kosovars the better. And this was one of the things.

But Kosovars fighting to return to Albania is nothing new. Kosovo was and is Albania and it was conquer by the Serbs some centuries ago. By the way, under the Socialist Republic the main part of Albania was supportive of the aspirations of the majority of kosovars. The more legenday fighters are not from the last conflict, the one when the were basically US-European pawns.

Then, and this is a good example of manipulation, and how can historical and good causes been manipulated.

The right position here is that Kosovo is part of Albania, in all senses. Then the Serbs are in the wrong.

But then NATO manipulated, taken control of the UCK (the leadership has not name of how the behave even against fellow albanians and kosovars), making some good people join their ranks for sure cheating them. They use the desire for freedom of the kosovars for their purpose, and then start the corruption. In the international sphere is more like a criminal cartel.

Then they use the legitimate Kosovo question for their agenda and interests. NATO attack Serbia, they put US bases in Kosovo, the use the UCK for their criminal purposes…and in the end…Kosovo, ok, is not under Serbian control, but the people there does not live as they wish, corruptions and drug running is sky high…and they have not return to Albania.

The Kosovars didn't get what they wanted. Only a small criminal group. But they put the effort, the sacrifice, the battlefield.

"The Gibraltar Trap"?

When we, whoever, talks, about some issues (historical and political with painful and bloody repercussions to people and nations) we have to do it carefully and respectfully.

Here maybe more than in anything else, the respect have to be for the Truth. After, to the memory of the martyrs, innocent victims and so. And finally, in this order, to the relatives of them.

Science? Here a little: if someone had been betrayed and suffer for that, thinking that was not going to happen and believing in what they were doing, sure, wherever they are, they will want that Truth expose: that they were cheated and betrayed. And the, the duty of some of us, the ones, whoever, that have respect for Life and the fight and sacrifice of others for good causes (of course) and freedom, been of Erin of Cantabria. And the duty is to confront lie and treason, and of course unmask liars and traitors. And by the way, without this what lessons can we expect? What king of learning derives from lies, half-truths, egoistical manipulation and makeup to try to make oneself and the parties one supports better looking. Ugly or not Truth always

To the point here, and again form the deeper respect for the sacrifice of the three Irish Soldiers that were cowardly murder. This is for them. And as well, respect for the people that really loved them, relatives, family.

One of the worse things is to gain from the misery, the pain, the sacrifice of other for you own gain and having a different agenda that the source you are benefiting from. Treason is worse, but not much more worse than this.

Let us analyse here. Gibraltar. We all know its location, in the mouth of the Mediterranean Sea (the sea of the Latins, be them Romans,and later Spaniards, Catalans, Italians, and others). Strategic for naval (and of course military) purposes.

Now to the points. Speaking here generally, so forgive any language mistakes. The IRA through their Unit of three Volunteers were there in theory to carry out an operation, or maybe for intelligence purposes. Anyway, There they were. And this adds to the values of the three Irish Republican Soldiers, two Irishmen and one Irishwoman.

To go into Gibaltrar you have only one road entrance, and is nearly impossible to do it form the sea, or possible but with the same level of police and military control. But before that you have to go across the Spanish state, more or less distance, but you have to go across the Spanish state (with their check point prior to the brit one)if you are coming not directly to Gibraltar.

Appearances appearances are. Sometimes they have something in common with the reality. Appearances like now with the EU trying to portrait itself pro-Irish. Yes, of course after they rapped and looted the country. Short memories in Ireland? Yeah, thing had change a lot unfortunately, and for the Irish themselves first of all. Appearance like the Basque and their friendship with the Irish. In Ireland is not properly appreciated the historical connections, at every level, the rulling classes, the working classes, left, right, abertzales of all kinds, with England and Britain. The British SAS and intelligence services –with the Israelies by the way- played a basic and key role in the formation of the basque security and political apparatus in the autonomous region (that by the way, of course with different features because the close realtion between basques and castillian in Spain, is the same status as Cantabria). Not only that, for example, Kortatu, a reference in radical music copy and develop from English and London examples. Don’t be mistaken, for a basque, more important was London than Dublin, always was like that. Before continuing the question here is, because the friendship of basques and irish republicans, how much information did reach the brits? More than we suspect and think for sure.

Anyway, the Spanish police and the british security services are in the same side. They cooperate much more than they think really. A enemy of Britain is not a friend of Spain. Then going across Spain means, basically, going more less trough enemy territory. The Spanish Political and Secret Police is more wide and active than is though outside Spanish State. Any Irish Republican activity, political, military or whatever, will be something that will set active their alarms, and this will means working themselves and contacting the British. What to say if is close to Gibraltar.

All this means that, in theory and looking at every aspect, a mission (of any kind) there was suicidal. Again, this adds value to the Three Martyrs.

Then the question. Why a mission in Gibraltar? Probing that the IRA can hit there as well? Fair enough, but then, not approaching the mission as suicidal would be naïve or stupid. Thinking that someone thought the opposite is hard to believe. Organizing this and not thinking that will mean the nearly 100% sure sacrifice of the Volunteers (capture or as it turn out) is impossible. Really. A basic analysis prove it. Stupidity or worse.

Or, ok, a last option, such underestimation of British capabilities, the Spanish reality (explain here before) and the whole situation that means that the people responsible, if honest, should have been expelled (if lacks the honesty to resign) and because they didn’t require the basic mental qualities to such important positions and things.

The situation and condition of Gibraltar is so peculiar than to gain a general view of it, you don’t have to go there. Is pretty know that the inhabitants, not many, are really pro-British. Without taking in account all the policemen, military personnel and families living there. That three Irish like the three Volunteers will go unnoticed is putting all the eggs in fortunes basket. Again, scientifically hard to believe in an environment like that will be the case. And for sure, when you are talking about the fate of three Irish Republican Volunteers for sure you will try to let as little as possible in the hands the Goddess Fortune.

Then after all this, we go to the three brave Volunteers themselves. Iconic, valuable, fighters, symbols, really capable. There is a video of Provo member that went to take the bodies talking about the qualities of them. They were high capital for the IRA and the Irish Republican Movement.

Here, only to say, like in Loughgall Ambush (or trap) a high blow in personnel to the IRA and the Irish Republican Movement. And the moral of the bases.

With the Gibaltrar 3 the same. If you look in cold light everything seems like someone send them to die there. Not in the courseof action. No. To be murder in a trap.

Good or bad here it goes:

Dublin no longer has horses around

as it use to have, young fellas and boys going up and down

proper Dubs were, not fashionable any more

in this world of trends, chems and techs

and this doesn’t mean the ones of the tourists coaches

that the only ones, and not many , to survive,

but, in the other hand has the Luas in every turn.

The horses are helpful, nice and natural,

and pulling two or one fella s

were in Dublin short of a symbol as well.

Dublin has lost much of the its own image and character,

the real one, not talking here only

of some nice pubs and some good craic.

And this as well is going bad, because,

how many proper and popular pubs closed

and instead new moder shit locals,

and yes, in so many big TVs, sports and cocaine,

that represent modernity , brit style

not old style, with its faults but true, good, real Irish craic

My soul is sad and suffer watching this

as I can say how things had developed

since this century started

in silence, no one hear my cry.

And they keep going the same way, bad

but if you want to help and you want to give a hand

No one properly and fully helps, not a single hand not even a finger

while suffering the results of trying to keep and be real

and trying to be loyal to the real Dublin, the real Erin

the one that is been killed,

the normal of years passed.

It was not perfect,

not evertything sound

many faults,

but now more less the same ones

still some exact basic problems

and crazyness all around

Is this way, not the other way around,

What to say?, not much

but of the little I do, to the people that seems fair

yes, but still doesn’t take a helping step,

that would be for them beneficial as well,

is a pity and... anyway, but it's unfortunately like this

and more unfortunate is that you are not going as good as you think

apart of the bastards, and the many things to come...

what do you think or expect ?,

a lot of good people in the upper ruling class?

And of the little I say more loud to the ones than aren’t good and even bad

and even louder to your masters,

because whatever and whoever lackeys you are,

and I shout that doesn’t matter what you do: do what you want…

because better alone and in the proper course

1936: the USSR (of the Stalin's leadership, with Stalin as main ideologist), divorce and abortion

A big a case of misinformation, ignorance and even in some cases historical manipulation is when someone try to portrait the USSR, and more in the first years, as pro-abortion. It was never the case, and less in the period from the Revolution till just before, during IIWW and after.

In the USSR the woman was equal. Women saw (and of course many fought for it actively alongside the male comrades) the proper placement of them in the socialist society of the USSR.

Other very important social and family issues, apart of "the place of women in society" (sic), were divorce and abortion for example. Consequence all, and much more (without speaking of the present day problems) of centuries of unnatural and abnormal process, call by so many, left, right, liberal, religious as "human" (sic, because we only have to look to the present society to look how littel human it has) progress.Going backwards and from bad to worse is good and going forwards?

Now many people try to portrait the USSR like it was pro-abortion in the same fashion and profound way that the globalists and fashion left nowadays approach the issue. Like when they try to portrait as anti-family and with similar positions (the nazis, and the present society was and is all this!).

Yes, abortion in the cases provide by law was legal and carry out properly, as has to be. But this position during the years had some changes and adjustments.

In any case, never, the USSR was never pro-abortion even in the more wide moments regarding the issue, legally speaking (soviet laws of course). Some cases legal and carried out properly when done in public hospitals, didn't mean, in no way, that the USSR and the leadership beginning with Stalin were pro-abortion or promote it.

The USSR represent the case of the first state were women had their proper and rightful place, BUT the nowadays modern feminists and other leftists are no friends at all of the USSR, their leadership (till after Stalin murder it started to degenerate and became what it became till the implosion) and the real communists. Funny enough, don't we think? They hate the USSR, and the real socialist one (the one with Stalin as main leader and figure) much more than the revisionist one by the way!

Decree on the Prohibition of Abortions, the Improvement of Material Aid to Women in Childbirth, the Establishment of State Assistance to Parents of Large Families, and the Extension of the Network of Lying-in Homes, Nursery schools and Kindergartens, the Tightening-up of Criminal Punishment for the Non-payment of Alimony, and on Certain Modifications in Divorce Legislation

The October Socialist revolution, which laid the foundation for the abolition of all class exploitation and of the classes themselves, at the same time laid the foundation for the complete and final emancipation of women.In no country in the world does woman enjoy such complete equality in all branches of political, social and family life as in the USSRIn no country in the world does woman, as a mother and a citizen who bears the great and responsible duty of giving birth to and bringing up citizens, enjoy the same respect and protection from the law as in the USSRHowever, the economic breakdown of the country which took place during the first years after the civil war and the armed intervention, and the inadequate cultural level of the women inherited from the pre-revolutionary epoch did not enable them at once to make full use of the rights accorded them by the law and to perform, without fear of the future, their duties as citizens and mothers responsible for the birth and early education of their children. In this connection the Soviet Government permitted on November 18, 1920, the practice of abortion (artificial interruption of pregnancy) for women so long, as the People's Commissariat of Health and the People's Commissariat of Justice wrote, as " the moral heritage of the past and the difficult economic conditions of the present still force a section of the women to submit to this operation " (Collected Laws, 1920, No. 90, art. 471).Back in 1913 Lenin wrote that class-conscious workers are: "unquestionable enemies of neo-Malthusianism, that tendency of the philistine couple, pigeon-brained and selfish, who murmur fearfully: "May God help us to keep our own bodies and souls together: as for children, it is best to be without them."But, while rebelling against abortions as a social evil, Lenin considered the mere legislative banning of abortions clearly inadequate to combat them. Moreover, he pointed out that under the conditions of capitalism these laws only reflect the hypocrisy of the ruling classes," as they "do not heal the sores of capitalism but make them particularly malignant, particularly painful to the oppressed masses " (Collected Works, Vol. 16, pp. 498-9).Only under conditions of socialism, where exploitation of man by man does not exist and where woman is an equal member of society, while the continual improvement of the material well-being of the toilers constitutes a law of social development, is it possible seriously to organize the struggle against abortions by prohibitive laws as well as by other means.The abolition of capitalist exploitation in the USSR, the growth of material well-being and the gigantic growth of the political and cultural level of the toilers make it possible to raise question of a revision of the decision of the People's Commissariats of Health and Justice of November 18, 1920.Necessary material provision for women and their children, State aid to large families, the utmost development of the network of maternity homes, nurseries, kindergartens, legislative establishment of minimum sums which the father of a child must pay for its upkeep when husband and wife live apart, on the one hand, and prohibition of abortions on the other, coupled with an increase in the penalty for willful non-payment of the means for the maintenance of the children awarded by a court, and the introduction of certain changes in the legislation on divorce for the purpose of combating a light-minded attitude towards the family and family obligations-such are the roads which must be followed in order to solve this important problem affecting the entire population. In this respect, the Soviet Government responds to numerous statements made by toiling women.In connection with the above, and taking into consideration certain comments made by citizens during the discussion of the draft, the CEC. and the Council of People's Commissars of the USSR DECIDE:

I. On Prohibition of Abortions

1. In view of the proven harm of abortions, to forbid the performance of abortions whether in hospitals and special health institutions, or in the homes of doctors and the private homes of pregnant women. The performance of abortions shall be allowed exclusively in those cases when the continuation of pregnancy endangers life or threatens serious injury to the health of the pregnant woman and likewise when a serious disease of the parents may be inherited, and only under hospital or maternity-home conditions.2. For the performance of abortions outside a hospital or in a hospital under conditions violating the above provisions, the doctor performing the abortion shall be criminally punishable to the extent of one to two years' imprisonment, while for the performance of abortions under unsanitary conditions or by persons who have no special medical training a criminal penalty of not less than three years' imprisonment shall be fixed.3. For compelling a woman to undergo an abortion, criminal penalty of two years' imprisonment shall be fixed.4. In relation to pregnant women undergoing an abortion in violation of the said prohibition, to establish as a criminal penalty a social reprimand, and in the event of a repetition the violation of the law on the prohibition of abortions, a fine up to 300 rubles.

II. On Increasing Material Aid by the State to Women in Childbirth and on Establishing State Aid to Large Families

5. In order to improve the material position of mothers, both working women and employees insured in the organs of social insurance, to increase the allowance issued from the State social insurance funds for the purpose of procuring the necessary articles for infant care, from 32 rubles to 45 rubles.6. To increase the allowance issued to the mother for nursing the infant, from 5 to 10 rubles a month.7. In relation to uninsured women toilers, members of, cooperative artels and enterprises-to establish that the said allowances be issued by the cooperative mutual aid funds on the same basis.8. To abolish the limitation fixed by the Code of Labor Laws for women employees (article 132), making them equal to working women in regard to the length of the leave accorded before and after childbirth (56 days before and 56 days after childbirth).9. To establish a criminal penalty for refusal to employ women for reasons of pregnancy, for reducing their wages on the same grounds, providing in the law the obligation of preserving for the pregnant woman, while transferring her to lighter work, her former wages based on her earnings for the last six months' work.10. To establish a State allowance for mothers of large families: for those having six children, an annual allowance of 2,000 rubles for five years for each subsequent child from the day of its birth, and for mothers having ten children one State allowance of 5,000 rubles on the birth of each subsequent child and an annual allowance of 3,000 rubles for a period of four years following the child's first birthday. To extend this article of the law also to those families who at the time of the publication of the law have the requisite number of children.

III. On Extension of the Network of Maternity Homes

To instruct the People's Commissariats of Health of the constituent Republics:11. In order to provide medical assistance in special maternity homes for all women in childbirth in cities, industrial and district centers, to establish and open by January 1, 1939, 11,000 new maternity beds of which, in addition to the 4,200 beds provided by the 1936 plan, there are to be established in 1936: 2,000 beds in 1937: 4,000 beds in 1938: 5,000 beds 12. In order to extend medical service to women in childbirth in rural localities, to provide, and put into use 32,000 maternity beds, of which 16,000 beds in the maternity wards of village hospitals shall be at the expense of the State budget and 16,000 beds by organizing collective farm maternity homes, 75 per cent of the cost of their organization to be charged to the collective farms and 25 per cent to the State budget.These are to include: In 1936: in addition to the 4,300 maternity beds in village hospitals and the 5,000 beds in collective farm maternity homes scheduled by the 1936 plan: 4,000 beds in hospitals and 4,000 beds in collective farm maternity homes. In 1937: 6,000 beds in hospitals and 6,000 beds in collective farm maternity homes. In 1938: 6,000 beds in hospitals and 6,000 beds in collective farm maternity homes. 13. In order to provide women in childbirth who are not served by lying-in hospitals with obstetrical assistance in their homes, to open by January 1, 1939, 14,400 new obstetrical stations of which 2,700 stations are to be opened in the villages and 1,370 obstetricians appointed to the new collective farm maternity homes in 1936, 5,000 stations in the villages and 2,000 obstetricians at the new collective farm maternity homes in 1937, 6,700 stations in the villages and 2,000 obstetricians at the new collective farm maternity homes in 1938.IV. On the Extension of the Network of Nurseries.14. To double by January 1, 1939, the existing network of nursery beds both in permanent and seasonal collective farm nurseries in rural localities, increasing the number of beds in permanent nurseries by 500,000 and in seasonal nurseries by 4,000,000 beds, including:In 1936, in addition to the 70,000 beds in permanent collective farm nurseries scheduled by the 1936 plan In seasonal nurseries in addition to the one million beds, according to the 1936 plan: 100,000 beds In 1937 in permanent collective farm nurseries in seasonal nurseries: 500,000 beds In 1938 in permanent collective farm nurseries in seasonal nurseries: 200,000 beds The People's Commissariats of Health of the Union Republics and the Territory, Province and District Executive Committees are to supervise the development of the above network of nurseries.16. In cities and in industrial centers, beginning on January 1, 1937, work in nursery schools is to be in two shifts, to last sixteen hours a day, including the rest days.17. To instruct the People's Commissariats of Health of the Union Republics to secure the appropriate personnel for the newly opened institutions by allotting 15,000,000 rubles in addition to the appropriations made for the training of the intermediate medical personnel.18. To instruct the People's Commissariats of Health of the Union Republics to build during three years so as to complete by January 1, 1939, an additional 8oo new dairy kitchens 'in the cities, industrial and district centers for the feeding of 1,500,000 children under three years of age and to open:1936- 30 kitchens of the first category (at an estimated cost of 83,000 rubles each). 100 kitchens of the second category (at an estimated cost of 65,000 rubles each). 1937- 70 kitchens of the first category. 200 kitchens of the second category. 1938-100 kitchens of the first category. 300 kitchens of the second category.

V. On Enlarging the Network of Kindergartens

19. To triple the functioning network of permanent kindergartens in cities, factory settlements, and on railroads within three years, bringing it up to 2,100,000 places by January 1, 1939 (as against 700,000 places in the present network of kindergartens); and at State farms, plants and institutions in village localities, up to 300,000 places, as against 130,000 places of the present network, for which purpose the following must be built and put into operation: In 1936: In cities, factory settlements, and on railroads, in addition to 250,000 places planned according to the 1936 program 150,000 places at State farms and at enterprises and institutions in village localities, the plan for the increase of kindergartens in 1936 is to be left at the former 60,000 In 1937: In cities, factory settlements, and on railroads 300,000 at State farms and at enterprises and institutions in village localities 60,000 In 1938: In cities, factory settlements, and on railroads 700,000 at State farms and at enterprises and institutions in village localities 50,000 20. To open permanent kindergartens, with 700,000 places at collective farms, in addition to the existing network of 400,000 places by January 1, 1939, as follows: In 1936, supplementary to the planned 150,000 for 1936, 50,000 places. Total: 200,000 places In 1937 240,000 In 1938 260,000 By the same date to provide all children on collective farms with seasonal playgrounds for children of pre-school age, for which purpose the following must be provided: In 1936 (according to the 1936 plan) 4,500,000 places In 1937 7,800,000 In 1938 10,700,000 Supervision of the development of the network of kindergartens and seasonal playgrounds for children of pre-school age in village localities is to be turned over to the People's Commissariats of Education of the Union Republics and to the Territory, Province and District Executive Committees.21. To oblige the People's Commissariats of Education the Union republics to train, by the second half of 1936, 50,000 teachers for the kindergartens which are to be opened, setting apart 35,000,000 rubles for this purpose in addition to the 1936 grants for the training of cadres for new kindergartens, according to the budgets of the People's Commissariats of Education of the Union Republics.

VI. On Changing the System of Supervision of Kindergartens

22. To amend the decision of the Council of People's Commissars of the USSR of July 6, 1935 (Code of Laws, No. 35, Statute 309), on concentrating the leadership and management of all kindergartens under the systems of the People's Commissariats of Education of the Union Republics, turning over to the jurisdiction of the economic People's Commissariats, institutions, and enterprises those kindergartens which have children of workers and employees in these institutions and enterprises, and leaving under the jurisdiction of the People's Commissariats of Education only those kindergartens which serve small institutions and enterprises that have not their own kindergartens. To place direct leadership of the kindergartens under the administration of the enterprise or institution where the kindergarten is organized, with the participation of the factory and plant Trade Union committees and Young Communist League organizations of such plants and institutions. To reserve for the People's Commissariats of Education of the Union Republics general pedagogical leadership and control of the correct structure of the network of the kindergartens and the training of pedagogical cadres.The Council of People's Commissars of the USSR is to determine the method of transferring and financing the kindergartens, and also the method of construction and financing new kindergartens in connection with the newly established system of supervision and management of kindergartens.

VII. On Financing the Above Measures

23. In accordance with this decision, to assign, over and above the sum allocated for 1936 in the State and local budgets and the social insurance budget, 1,481,300,000 rubles for maternity homes, midwifery stations, nurseries, dairies and kindergartens, additional for 1936, 692,800,000 rubles for the construction and development of the network of these institutions, increasing the general amount assigned in 1936 to 2,174,100,000 rubles as against 875,000,000 rubles in 1935From the above-mentioned 692,800,000 rubles, to use for the construction of: (a) Maternity beds in cities 22,200,000 rubles (b) Maternity beds in villages 23,800,000 rubles (c) Children's nurseries in cities. 320,000,000 rubles (d) Kindergartens in cities 221,000,000 rubles (e) Dairy kitchens 9,000,000 rubles Total for construction 596,000,000 (after allowing for an 11 per cent decrease in construction costs).On operating expenses: (a) For maintenance of the newly opened maternity beds and midwifery stations 5,000,000 rubles (b) For maintenance until the end of 1936 of newly built children's nurseries 11,800,000 rubles (c) For the extension and improvement of the network of functioning kindergartens by utilizing and transforming into kindergartens new sites, porches and other light types of buildings in existing kindergartens, and small repairs to buildings taken over 30,000,000 rubles Total 46,800,000 rublesOn training cadres: (a) For training midwives and nurses of the People's Commissariat of Health: 15,000,000 rubles (b) For teachers for town kindergartens of the People's Commissariat of Education: 17,000,000 rubles (c) For preparation of teachers for village kindergartens of the People's Commissariat of Education: 18,000,000 rubles Total: 50,000,000 rubles24. To assign 70,500,000 rubles for increased maternity aid in accordance with Pars. 5, 6, and 8 of this decision.25. The Council of People's Commissars of the USSR to guarantee the necessary materials for the projected construction in order that the People's Commissariats can begin construction by July 1 of this year.26. To amend, for the purpose of establishing a uniform fixed system of financing kindergartens and children's nurseries, the decision of the Council of People's Commissars of the USSR of July 6, 1935 (Code of Laws, 1935, No. 35, art. 310) "On obligatory dues of undertakings and institutions for the maintenance of children's nurseries and kindergartens", to one-quarter of 1 per cent of the wage fund, to fix direct allocations of 300,000,000 rubles for 1936 for this purpose from the State budget, and to make the corresponding changes in the finance plans of the economic organs and institutions, and also in the income and expenditure sides of the State social insurance budget.

VIII. On More Severe Penalties for the Non-Payment of Alimony and Alterations in the Legislation on Divorce

27. To amend the existing laws on marriage, family, and guardianship, with the aim of combating light-minded attitudes towards the family and family obligations, and to introduce in divorce proceedings the personal attendance at the ZAGS (Civil Registrar's Bureau) of both divorcees and the entry of the fact of divorce on the passports of the divorcees.28. To increase the fees for registration of divorce as follows: 50 rubles for the first divorce, 150 rubles for the second, and 300 rubles each for the third and subsequent divorces.29. To allot in court judgments on alimony one-fourth of the wages of the defendant for the maintenance of one child; one-third for the maintenance of two children; and 50 per cent of the wages of the defendant for the maintenance of three or more children.30. Payments to collective farm women to be made in days-days on the same basis.If the mother receiving alimony is a collective farm woman and works with the defendant on the same collective farm, the management of the collective farm in calculating the days-days shall directly enter the corresponding share of the days-days earned by the father (if there are children) to the account of the mother. If the mother works on another collective farm, this entry in favor of the mother of the corresponding share of the days-days earned by the father shall be deducted on behalf of the mother in the final accounting of the days-days, by the management of the collective farm where the father works.31. To raise to two years' imprisonment the penalty for nonpayment of sums awarded by a court for the maintenance of children, the search for persons refusing to pay alimony to be made at their expense.
